Raymond Muratalla is seeking a mandatory title shot at Shakur Stevenson, with Top Rank formally petitioning the WBO to install its fighter as the light welterweight champion’s next challenger, according to Dan Rafael.

The request could limit Stevenson’s options as he searches for his first fight since beating Teofimo Lopez in January. Muratalla holds the WBO’s No. 1 ranking, and his team wants that position converted into an enforceable title opportunity.

Stevenson has been out of the ring for nearly nine months. His departure from Zuffa Boxing gives him the freedom to negotiate with other promoters, but retaining the WBO belt comes with obligations that a promotional change does not remove.

Rafael reported that Top Rank had written to the sanctioning body on Muratalla’s behalf:
“Muratalla meets the needed criteria & is ranked No. 1 by the WBO.”

The filing is a request for mandatory designation. It does not mean the WBO has already ordered Stevenson to face Muratalla or established a negotiating deadline.

That decision would give Stevenson something more concrete to address than another callout. Talks involving Devin Haney failed to produce a fight, while Dalton Smith has also expressed interest in facing him. Muratalla is taking the route that could make him harder to pass over.

The financial side would become particularly interesting if the WBO orders the fight and negotiations eventually reach purse bids. Stevenson’s reported $15 million asking price would then meet what promoters are prepared to offer for this particular matchup.

A purse bid would establish the winning promotional offer and the fighters’ shares under the applicable terms. It would not guarantee Stevenson the payday he wants.

Muratalla has a straightforward reason to pursue that process. After leaving his IBF lightweight title behind to move to 140, waiting indefinitely for Stevenson to select him would leave his own career dependent on the champion’s preferences.

Stevenson can pursue bigger names, but Muratalla’s petition asks the WBO to put its championship rules into motion. The next decision belongs to the sanctioning body.
